Add opt-in telemetry for service degradation warnings

After a client opts-in, whenever a notification was received, it would notify YOU that the client received it. This would allow you know in real time that notification delivery for a specific carrier or in a specific region was slow or even non-functional based on a timeout on acknowledgement. You could then proactively warn enterprise customers about a service degradation and otherwise make that information available to non-enterprise end-users.

Background: I was really confused as to why certain work flows were broken and after wasting a lot of time investigating, figured out that AT&T in my area had extremely high latency on SMS delivery. Of course, I can't prove any of it, so AT&T won't listen. ¯\_(ツ)_/¯

Also: similar timestamp inspection around email gateway delays for similar telemetry would be helpful as well.
